ZAGREB, 23 Dec (Hina) - Another attempt to pass laws that would enable Bosnia and Herzegovina to start accession negotiations with the European Union failed in state-level parliament, as the House of Peoples again faced a blockade due to a lack of quorum on Tuesday.
