Costa: Hungary cannot block enhanced cooperation as it is not participating

ZAGREB, 17 March (Hina) - European Council President Antonio Costa said that a member state not participating in enhanced cooperation cannot block its implementation, commenting on Hungary's obstruction of a €90 billion loan for Ukraine.
