Kallas says blocking 20th sanctions package sends message EU didn't want to send

ZAGREB, 23 Feb (Hina) - At the EU foreign ministers' meeting on Monday, no agreement was reached on the 20th sanctions package against Russia, which EU High Representative for Foreign Affairs and Security Policy Kaja Kallas described as a setback ahead of the fourth anniversary of Russia's invasion of Ukraine.
