ZAGREB, 29 Jan (Hina) - The secretary-general of the Independent Union of Research and Higher Education Employees, Matija Kroflin, and Independent Trade Union of Secondary School Employees leader Zrinko Turalija, said the government's offer of base pay rise is unacceptable to public service unions and that talks are not over.
