The B-Ready 2025 report covers 101 economies. Croatia ranked ninth for its regulatory framework, which the Ministry said reflects the quality, clarity and predictability of laws and regulations, as well as their alignment with international standards. In the area of public services, Croatia placed sixth, confirming a high level of digitalisation and accessibility of registries, permits and administrative procedures essential for doing business.
In terms of operational efficiency, Croatia ranked 26th, which, according to the Ministry, confirms a stable institutional foundation with further potential to speed up implementation processes.
The report shows that Croatia scored 78.05 points for regulatory framework, 75.29 for public services and 67.82 for operational efficiency, out of a maximum of 100.
The Ministry particularly highlighted first place in international trade, placing Croatia at the very top globally in terms of the efficiency of customs, export and import procedures. Very strong results were also recorded in the areas of business start-up procedures, utilities, and labour market, "further confirming favourable business conditions across different stages of a company's life cycle".
"The Business Ready results confirm that Croatia is building a stable, predictable and competitive business environment. The high rankings in regulatory framework, public services and international trade are especially encouraging, showing that the reform direction, institutional consistency and investments in digitalisation are being recognised internationally. At the same time, we are aware of areas with additional potential, which will be the focus of further activities to enable even more efficient and simpler business operations," Economy Minister Ante Šušnjar said in a statement.
The Ministry concluded that it will continue to analyse the report's recommendations in detail and, in cooperation with the business sector and other stakeholders, implement measures aimed at further improving the business environment in Croatia.
