Milanovic explains why he refused to attend European Council meeting

ZAGREB, Dec 11 (Hina) - President Zoran Milanovic said on Friday he had refused to represent Croatia in the European Council instead of Prime Minister Andrej Plenkovic because the Council discussed matters outside the President's remit, adding that the prime minister had accepted his decision as "perfectly normal".
