ZAGREB, Dec 12 (Hina) - The  decision to upgrade the Rijeka oil refinery, an investment worth HRK 4 billion, is the  best Christmas gift for Croatia's energy sector, Environment and Energy Minister Tomislav Coric said Thursday, stressing that this decision did not come too late.
